Red Cross Accompanies Militant Group in Recovery for Remains of Captives in Gaza

The International Committee of the Red Cross (ICRC) stated that its personnel joined Hamas officials into zones of Gaza still under Israeli military control to facilitate the search for the bodies of individuals held captive.

Truce Terms and Captive Remains Handover

As part of the truce negotiated by the United States, which took effect on October 10, Hamas is required to return the remains of all Israeli hostages promptly. In exchange, Israel has consented to hand over 15 Palestinian bodies for every Israeli body returned.

The organization has so far handed back the remains of fifteen of those held captive but none in the last five days, as some of those remains are thought to be in locations past the yellow line marking the temporary truce line.

ICRC Involvement as Neutral Intermediary

“Upon the appeal of the parties, the Red Cross accompanied a participant in the hostilities as the group looked for the remains of the deceased beyond the military-established ‘yellow line’,” said a representative for the organization.

She added: “The parties to the conflict established the modalities of the mission and delegated the Red Cross to act as a neutral intermediary. We was not involved in those negotiations.”

The official further explained: “Our team was not involved in the physical hunt for the deceased nor does it take part in the physical recovery of human remains.”

International Legal Standards and Duties

According to international humanitarian law, it is the responsibility of the sides involved in a conflict to search for, gather, and recover the bodies of the deceased.

American Demand and Regional Search Efforts

On Saturday, the US president issued a two-day demand to the militant group. “Hamas is going to have to begin returning the remains of the hostages who died, which include two Americans, quickly, or the additional nations participating in this great peace will intervene,” he posted on his social‑media platform.

As the two-day window approached, Hamas, accompanied by the Red Cross, teamed up with teams from Egypt, who were authorised by Israeli authorities to look for bodies beyond the boundary marking the withdrawal of troops inside Gaza. An official representative said the delegation would use excavator machines and vehicles in the operation.

Authoritative Verification and Press Reports

The news was supported by an unnamed Israeli official, who told Hebrew-language media that Hamas representatives had been allowed to access sections of Gaza under military authority to look for the bodies of captives, together with Egyptian and Red Cross personnel.

“For this purpose, Hamas members were permitted to pass the designated boundary,” the source was cited as stating.

Footage published by a regional network seemed to show individuals of a Hamas unit – belonging to the organization’s armed faction tasked with holding captives – escorting a Red Cross vehicle in a specific location close to a southern city, which lies outside IDF jurisdiction.

Difficulties in Locating Captive Bodies

The search for the bodies of individuals taken captive has turned into one of the most delicate matters in the truce agreed between the parties. Yet, the attempt to find the bodies has been difficult from the beginning, given the existence of an estimated enormous amount of debris across the territory, where, as per health officials, at least 10,000 Palestinians are recorded as missing, trapped under the rubble.

Conflicting Statements on Body Whereabouts

The group has stated it lacks information on the exact locations of all the bodies, saying it has lost contact with a number of its teams that had been holding the hostages and were reportedly killed during military strikes.

However, an Israeli government spokesperson asserted that the organization was aware of the locations of the remains. “Should the group exerted greater effort, they would be able to retrieve the remains of our hostages,” the spokesperson said.

American Position and Disarmament Discussions

While the US president has acknowledged that a portion of the bodies are difficult to reach, he said that “the rest they can return immediately and, for unknown reasons, they are not.”

“This could be related to the surrender of weapons of Hamas,” he added.

The US administration has said it has received guarantees from the organization that the faction will surrender its arms, though no specific schedule has been established. They remains reluctant to give up its arms without firm guarantees about the fate of its fighters.
