Detentions Made in Relation to Supersized Unauthorized Rubbish Dump
Two men have been detained as an element of an investigation into the dumping of several thousand of tons of waste in a open field in Oxfordshire, England.
Law enforcement indicated that a 69-year-old was arrested at a residence in Hampshire's Andover, while a 54-year-old was arrested in Slough, Berkshire in relation with the huge mound of rubbish tipped near Kidlington, Oxfordshire.
These apprehensions follow a prior revelation which revealed the presence of more than 500 illegal dumps across England, encompassing at a minimum of 11 so-called "large-scale sites" larger than 20,000 metric tons.
A official for the environment agency commented that the arrests were for ecological and money laundering crimes and constituted a "crucial step" in ongoing probes. The two individuals have been released on conditional release.
Magnitude of the Problem
The tipping ground in near Kidlington, situated between the Cherwell River and the A34 highway, is believed to house about 21,000 tonnes of refuse in a mound which is up to 150m (490ft) long and 6m (20ft) tall.
This pile of rubbish is made up of what looks to be sorted household waste, fragmented plastic items, polystyrene, tires and assorted household items.
It constitutes just one example of 517 unauthorized sites in England, at minimum 11 of which contain more than 20,000 metric tons of garbage. These feature a 280,000-tonne area in the county of Cheshire, two 50,000-tonne areas in Lancashire and Cornwall and a 36,000-tonne tip in the county of Kent.
The actual amount of such larger sites is expected to be higher, as the regulatory agency has in the past indicated it does not possess information on weight for each unlawful site.
The majority sites are in agricultural areas, typically out of sight, and on land that is zoned as arable property.
Criminal Activity
Authorities state numerous are operated by organised crime gangs, who are generating cash by charging far less than lawful operators to receive and landfill rubbish.
Businesses have to be liable for gate fees to use licensed waste facilities, contingent on the volume and category of material they are trying to dispose of, and landfill tax is also applied at just over £126 per ton.
Local Anger
Preparation efforts to clean up the affected site commenced earlier this month following fears over the risk of combustion and the impact that would have on the nearby major road.
A private waste removal company has been awarded the contract to deal with the area over the following 12 months at a expense of £9.6m.
An compliance manager for the country's environment team said that the agency would be looking to recoup the clean-up costs under proceeds of crime legislation from any party successfully prosecuted at the conclusion of its ongoing inquiry.
She noted that these apprehensions would help "drive the inquiry forward" and enable the agency to "follow more lines of inquiry to ascertain in detail what happened and who was a party to it".
"This unlawful dump at the site was an appalling and deliberate affront on our natural surroundings and the authorities understand the community's anger at this horrific crime," she stated.
A senior representative praised the actions, commenting: "This illegal dumping of garbage at this location is utterly appalling and has resulted in considerable damage to the natural world and upset to the nearby community.
"The government is pledged to eradicating this category of crime across the country, by augmenting funds to address environmental crime, hiring more staff and enacting stricter checks and penalties for those who break the law."
The arrests were carried out on Thursday by personnel from a regional organised crime unit and come after an earlier arrest of a 39-year-old from the Guildford region in last November. He was released subject to more inquiries.
